Compatible: debuggers with a 14-pin 1.27 mm pin header. The pitch is the same as on the ST-LINK V3 STDC14; which signal sits on which pin is decided by your device.

How it differs from the TC2070-IDC
Both cables present the same side to your board — same 14-pin footprint, same legs. Only the other end differs: the TC2070-IDC carries a 2.54 mm (0.1″) header, this one half that pitch. Which you need is decided by your debugger, not by your board.
If in doubt, measure the distance between two adjacent pins on your programmer. 2.54 mm means TC2070-IDC; 1.27 mm means this cable.
Application
For 14-pin targets whose debugger provides a 1.27 mm (0.05″) connector. On compact programmers this is the common case, because the fine header takes less room on the front panel.
For ST-LINK V3
The 14-pin 1.27 mm (0.05″) connector is the STDC14 of ST-LINK V3, V3SET and V3MINI. With all 14 pins connected, the two UART lines of the Virtual COM Port (STDC14 pins 13/14) reach the board alongside SWD and JTAG — something the 6- and 10-pin STDC14 cables cannot do.
